TSMC Arizona is looking for a Department Manager, Benefits, Staffing & HRIS to join our 4-nanometer fab, located in sunny Phoenix, Arizona. As a newly formed department, the team is responsible for setting & implementing benefits strategies, establishing/maintaining HRIS infrastructure & leading key HRIS projects, and generate reports & analytics from the HRIS systems.

 

Your main responsibilities include:

 

  • Establish the long-term benefits strategy for the organization to provide cost-effective benefit programs that provide a competitive advantage in the attraction and retention of talent.
  • Establish multi-years AZ HRIS roadmap with annual implementation plan that’s connected with HQ HRIS.
  • Work with the AZ Head of HR to define the HR analytics and reports requirements and ensure the team provides timely and accurate reports to meet them and other HQ Staffing requirements.
  • Lead the benefits team to design and implement the benefits program (including the annual open enrollment process) through collaborating with cross-functional teams (e.g. Finance, Legal, Payroll, HQ etc) and provides operational support to all U.S. team members, including Taiwan training assignees.
  • Work with the Benefit Manager to ensure benefit broker(s) are delivering expected services and performance and review recommendations on plan changes to balance competitiveness with fiscal responsibility.
  • Ensure the annual benefits & other departmental budgets are under control.
  • Manage vendor relationships to fit the business requirements.
  • Ensure benefit plan compliance with ERISA, COBRA, ACA, HIPAA, Section 125, HSA rules, and other benefit regulatory requirements including FSA Non-Discrimination Testing processes and procedures.
  • Lead and develop a team of Benefits, HRIS & Staffing employees to fulfil business requirements effectively and efficiently.
  • Lead any other projects or tasks as assigned.

 

General Requirements & Capabilities:

  • Minimum of five (5) years management level experience in Compensation & Benefits with at least three (3) years experience in benefits management; HRIS management experience is a plus
  • Comprehensive understanding of applicable health and welfare compliance regulations.
  • Comfortable working in a fast-paced startup culture – comfort with ambiguity, details & data oriented and complex problem solving.
  • Demonstrates initiative, critical thinking, continuous improvement mindset and the commitment to achieve high quality work and excellence.
  • Ability to motivate and develop direct reports to deliver outstanding results
  • Strong written, verbal, and presentation skills to effectively communicate benefit information at all levels.
  • Maintains confidentiality and exercises good judgment with sensitive information.
  • Proficient with Microsoft Office products, including Word, Excel, PowerPoint, and Outlook.
  • Experience with ADP is a plus.
  • Flexibility to work extended time.
