Learning & Development Specialist
Learning & Development Specialist
A job at TSMC Arizona offers an opportunity to work at the most advanced semiconductor fab in the United States. TSMC Arizona’s first fab will operate its leading-edge semiconductor process technology (N4 process), starting production in the first half of 2025. The second fab will utilize its leading edge N3 and N2 process technology and be operational in 2028. The recently announced third fab will manufacture chips using 2nm or even more advanced process technology, with production starting by the end of the decade. America’s leading technology companies are ready to rely on TSMC Arizona for the next generations of chips that will power the digital future.
As a Learning & Development Specialist, you will demonstrate a strong sense of reliability and enthusiasm and will possess an attitude that embodies our core values – Integrity, Commitment, Innovation and Customer Trust.
The Learning & Development Specialist supports the design, coordination, and delivery of TSMC Arizona’s learning, onboarding, and organization development programs. This role administers and continuously improves the newcomer experience – New Employee Orientation (NEO), the Buddy program, and the associated onboarding and buddy management systems and surveys – while owning the logistics, tracking, and reporting behind assignee training and intercultural adaptability programs, the monthly HR Index, the Tuition Subsidy program, and the TSMC ICIC Value Program. The role serves as a key operational partner to program owners, translating program requirements into scheduled, well-run sessions, accurate data, and clear reporting.
This is primarily office-based work directly related to TSMC Arizona’s general business operations – learning program administration, instructional and onboarding logistics, survey and data management, and cross-functional coordination across HR, business units, and external training vendors. The incumbent exercises discretion and independent judgment on matters of significance: determining how to schedule and sequence training and onboarding activities to meet business needs, evaluating program and survey data to identify gaps and recommend improvements, prioritizing competing program demands, and interpreting participation and completion data to inform recommendations to program owners and leadership.
Responsibilities:
Newcomer Experience Programs (30%)
- Coordinate and administer New Employee Orientation (NEO), including scheduling sessions, reserving training rooms and virtual links, preparing and distributing materials, and presenting core onboarding/orientation modules to new hires.
- Own day-to-day administration of the Buddy program, including Buddy Certification and the Buddy Award, coordinating nominations, certifications, and recognition in partnership with program owners.
- Provide program facilitation and delivery support for NEO sessions, presenting basic onboarding and orientation content to new and existing employees.
- Maintain and continuously improve the Newcomer Onboarding System and the Buddy Management System – managing configuration, user access, content updates, and data accuracy – and serve as the first point of contact for user questions.
- Administer the Newcomer Survey end-to-end: build and launch the survey, monitor response rates, compile and analyze results, and translate findings into recommended improvements to the onboarding experience.
- Track newcomer participation, buddy assignments, and completion milestones, exercising judgment to flag gaps or at-risk onboarding experiences for program-owner follow-up.
Assignee Training & Intercultural Adaptability (25%)
- Coordinate and administer the IIP Program and the “How to Talk About” programs, including scheduling, facilitator and vendor coordination, materials distribution, and participant logistics.
- Manage TOEIC testing logistics end-to-end – scheduling test sessions, coordinating with vendors and candidates, tracking registrations and results, and maintaining accurate testing records.
- Support assignees and their managers with clear communication of training dates, requirements, and logistics, resolving routine questions directly and escalating exceptions as appropriate.
- Track completion, attendance, and outcomes across assignee training and intercultural adaptability programs, maintaining data integrity for reporting.
Manager Training program coordination (30%)
- Assist facilitators and trainers with technical support before and during sessions – setting up rooms, virtual platforms, presentation materials, and AV equipment, and troubleshooting issues as they arise.
- Coordinate training schedules with internal and external trainers, aligning dates, locations, participants, and logistics to keep programs running smoothly.
- Manage session logistics – registration, materials, attendance tracking, and follow-up – ensuring learners have what they need for a successful experience.
- Support the preparation and maintenance of training materials, participant guides, and program documentation.
- Gather and compile participant feedback and completion data to support program evaluation and continuous improvement.
Tuition Subsidy and Incumbent Worker Certificate Program (15%)
- Administer the Tuition Subsidy and Incumbent Worker Certificate program day-to-day – processing applications, verifying eligibility against program criteria, tracking approvals and reimbursements, and maintaining accurate participant records.
- Serve as the point of contact for employee questions on tuition subsidy policy and process, resolving routine cases and escalating exceptions for decision.
- Coordinate with Finance and HR on reimbursement processing and budget tracking, providing status updates and flagging variances or eligibility risks.
