Job Title - Program Recruiting Specialist - U.S. Immigration Compliance & Talent Acquisition
This important role requires a highly skilled and detail-oriented Program Recruiting Specialist to manage and ensure compliance with U.S. immigration regulations as they relate to talent acquisition and recruitment. You will support immigration-related recruiting, including coordinating PERM processes, to attract and retain top global talent while ensuring seamless employee onboarding and ongoing compliance.
Responsibilities:
Recruitment Execution and PERM Compliance:
- Serve as the primary internal expert and point of contact for specialized recruiting matters and execute the recruitment processes for Permanent Residency sponsorship roles requiring labor certification.
- Engage with applicants and internal stakeholders regarding recruitment matters by reaching out to applicants, coordinating interviews, assessing qualifications, and providing accurate timely information.
- Work closely with internal legal counsel to review and finalize job details and minimum requirements for PERM applications to ensure compliance with DOL regulations.
- Coordinate recruitment advertising and coordinate with internal and external counsel on the preparation and filing of all PERM-related documentation, including ETA 9089 forms.
- Provide advice and consultation on PERM related recruitment policies and best practices to internal stakeholders, including hiring managers, HR Business Partners, and employees.
- Assist with the development, refinement, and documentation of internal immigration-related recruiting policies and procedures.
- Maintain meticulous records, documentation, and case tracking for all cases, ensuring audit readiness and compliance.
Stakeholder Management & Advisory:
- Collaborate closely with Immigration Team, HR Operations, Legal and other internal stakeholders to mitigate compliance risks associated with PERM processes and ensure a cohesive and compliant immigration program.
- Act as a liaison between the company and external immigration counsel for all PERM recruiting-related matters, facilitating smooth communication and information exchange.
- Respond to applicants and internal stakeholders regarding recruiting matters, providing accurate and timely information.
- Provide regular updates and reports to internal stakeholders, including legal counsel, on the status of PERM applications and overall recruitment efforts.
Minimum Qualifications/Requirements:
Education: Bachelor’s degree or equivalent experience.
Experience:
- 5+ years of progressive experience in HR, Talent Acquisition, or Legal, with at least 1 year of recruiting experience.
- Proven, hands-on experience managing complex employee programs, with a strong capability to balance competing priorities
- Demonstrated ability to work effectively and collaboratively with internal and external legal counsel on immigration matters, particularly PERM-related filings.
- Experience collaborating with a wide variety of internal and external stakeholders.
Technical Skills:
- Highly skilled at evaluating candidate resumes and matching their experience and skill set to job requirements.
- Proficiency in HRIS systems and Applicant Tracking Systems (ATS).
- Strong research and analytical skills to interpret complex regulations and develop compliant solutions.
Interpersonal Skills:
- Excellent written and verbal communication skills, with the ability to articulate complex immigration concepts clearly to diverse audiences.
- Exceptional organizational skills with a keen eye for detail and accuracy.
- Ability to work independently, manage multiple priorities, and meet deadlines in a fast-paced environment.
- High level of integrity and ability to maintain confidentiality and handle sensitive information with discretion.
- Strong collaboration and teamwork skills.
Preferred Qualifications (Optional):
- Familiarity with U.S. PERM related immigration laws, regulations, and processes (e.g., INA, 20 CFR §656, USCIS, DOL).
- Experience in a large, multinational corporate environment.
Physical Requirements:
- Standard office environment with prolonged periods of sitting and computer use.
